Actually, the choice is not so stark. Forced measure numbers affect individual staves. Measure numbers can easily be positioned separately in each part, provided two different parts do not contain the same staff. (A fair assumption, unless you are attempting the cumbersome ob1/ob2 optimizing solution proposed by Allen Fisher.)
As long as you don't care about the score view, you should be able to position the measure numbers how you need to. My Copyist Helper plugin works quite well in this regard, and the new version even knows how to batch process all the parts at once.
