I don't know what you mean by "change the range", but the rest of it can be done.
Go to Document | Manage Parts and create your parts. If you created this score in Fin07, the first part may already be created for you. If not, hit the Generate Parts button, and a single part will be generated for your single score. Then hit the New Part button and create a second part; add your single staff to the part. Repeat for however many parts you want.
To change the key, you can't physically transpose the notes in the part, because changes to the pitch of a note in a part are always linked to the score. But you can define a staff style for each transposition you want, and apply that staff style only in the appropriate part.
If by 'change the range' you mean actually changing certain notes in the part, I suppose you could do this as well by applying transposition staff styles to individual notes to get them where you want them.
Note that staff styles affect the *display* of the note only, so no matter what transpositions you apply this way, each part will still play back the exact same way.
