A publisher is the one who foots the bill, not the artist.

If the artist is paying the bill to release his/her own CD, then they 
are the publisher.

The people who print the CD or who design the inserts and CD graphics 
aren't normally called a publisher.

Unless it's one of the vanity publishing companies, where indeed the 
artist foots the bill.
