I won't do it.  Any thing that makes player stop to think should be
avoided.  I strongly recommend:
    Bbsus(add 2)
This sets Bb-C-Eb-F, and no one gets confused.

Bb2 means C is the highest note, and should not allow Eb above.

If you really want to omit F, so the chord is Bb-C-Eb, it is C-(omit 5)/
Bb, and this chord will sound that way anyway.
