I'm curious to know, in the program options, what is shown as the
location in which Finale is instructed to start searching for plug-ins.
On WinFin 2k9, this is found by selecting Edit, and from the drop down
menu, selecting "program options", and in the pane in the dialog window,
selecting "folders".
