Yes, I've seen this before. Since this file sounds like it has more than
one movement I'm assuming you have more than one measure number region
created. Make sure Program Options>View>Measure Numbers is set to "Display
ACTUAL Measure Numbers" before adding the measure. This will usually
clear-up most of the problems you describe. It's been broken since 2009,
maybe even 2008 and MM knows about it. I lodge a complaint every year.
This bug usually occurs when you have more than one measure number region.

Do you have any measure's Measure Attributes "Include in Measure
Numbering" unchecked? If so, you may have problems if "ACTUAL" is NOT
selected. Key changes, tempo changes, expression assignments, repeats,
barline changes, along with music spacing moved to other measures are all
signs of this problem. You will have zero problems when you select
"ACTUAL" in program options.

I've been bitten by this bug too many times when it was first introduced
so I setup a QuicKey that toggles "ACTUAL" and "DEFINED" in order for me
to work but most of the time I have to work in actual because I do a lot
of work in the Measure Attributes dbx which will assign whatever changes I
make to a different measure.

This is another Finale bug that occurs where the user thinks they did
something wrong because they may not notice the problem until later so it
is usually not reported. I did extensive testing in this area and
concluded with concrete findings, wrote it up, sent to MM, and received
confirmation. Still nothing has been done about it but it can really
destroy a job.

Another clunkier option to add the measure is to make a copy of the file,
open the original file and remove all of the measure number regions, add
the measure to the score, then open the duplicated file, using your
Scrapbook plugin copy the measure number regions from the duplicated file
into the original file then adjust the measure number regions to reflect
the added measure. Not ideal but just another option.

Let me know if you have any questions. It's a nasty bug that people need
to be aware of.
