I use the Bill Duncan Articulations font, which has small parenthesised stemless noteheads with flat, sharp, natural and double sharp and flat as single glyphs. They survive a respace, and I enable articulations as something to take into account when music spacing so that they always have enough room to live.
However, even if you don't have the font, you can create an articulation as a Shape and include the characters. Click the Text tool in the Shape Designer and type in the characters and there you have one. You can set the positioning to be automatically the right distance to the right and above, with a little patience, and use the same positioning for all the articulations you create this way. Save it as a library so you can import them into other documents, or use the poor man's method: attach them all to one measure, then copy and paste the measure to the new document, then erase the measure. All new items that were in the copied measure are now in your library in your new document.
