The error message looks like fink isn't even seeing the .info file for
2.4.23, rather than a problem downloading it.  Do you have local/main in
your Trees: line in /sw/etc/fink.conf?

Also, I have a .info file for libxml2-2.4.23-5 (rather than -1) if you'd
like it.
