OK. The Status: line indicates that the package is selected for installation, no flags, and unpacked but not configured.
The best thing I can think of to do is try a more brute-force approach. Try: sudo dpkg --remove giflib-bin for a start. If this works, then remove the packages that apt-get is complaining about.
