Indeed, and I'd like to understand why fink doesn't recognize it. This kind of problem shows up much too often IMO. I attach a small perl script which does more or less the same thing as fink when creating the virtual package. (The full code can be found at /sw/lib/perl5/Fink/VirtPackage.pm). Could you please run the following commands and send us the output?
$ fink -V
$ ls -l /usr/X11R6/include/X11/Xlib.h
$ perl -v
$ which perl
$ perl x11dev.pl
Where the last command uses the following file
x11dev.pl
Description: Binary data
