I don't think reinstalling Fink would do it--it still looks like something didn't get installed by the X11 SDK.

Well, before and after installing the SDK package (twice) fink list x11 gives: Information about 1117 packages read in 2 seconds. x11 [virtual package] x11-shlibs [virtual package] so still no x11-dev.
