Or it is exceedingly clever not to make assumptions for you. It uses a default file until you make one that is specific for your needs. This is pretty standard for X11 clients.
BTW you are posting in both plain and rich text. Makes for very long messages.

Does this not assume that the user is in the default bash shell? I think that a tcsh user would alter the environment setting line to something like:
setenv KDEWM kwin ?
