This is normal--people tend to use "reply to all" to reply to the list. There are good reasons to do this.
1) Convenience
2) Sometimes the list bogs down, so that way the recipient gets the message in a timely manner
3) Some people turn off list mail, and that way they can get only messages that apply to them, and the list can benefit from the discussion as well
4) ... and it's then in the list archive for anyone to find later.
