X11 window managers are slightly more complicated than normal apps.

I recommend doing the following in a terminal window

echo "source /sw/bin/init.sh" > $HOME/.xinitrc
echo "quartz-wm --only-proxy &"
echo "exec sawfish" >> $HOME/.xinitrc

This will create a file called ".xinitrc" which resides in your user
directory.  X11 looks for such a file, and if it finds one, it runs the
contents of it.  In this case you should have

source /sw/bin/init.sh
quartz-wm --only-proxy &
exec sawfish

What each line does, in order, is:

Read in Fink's environment
Run the piece of Apple's X11 window manager that lets you copy and paste
between X11 and the regular Mac window manager (Aqua).
Run sawfish.  The "exec" isn't mandatory.
