Indeed, it doesn't.

If you don't want to wait until the hdf maintainer fixes hdf for OSX 
10.5, you can also do it yourself:

Edit the file /sw/fink/dists/stable/main/finkinfo/sci/hdf.info and 
change two lines, namely:
Change line 3 from

Revision: 1012

to

Revision: 1012.0

and line 27 from

   CPPFLAGS=-DINTEL86 ./configure %c

to

   CPPFLAGS="-DINTEL86 -DHAVE_NETCDF" ./configure %c

Save the file and run

   fink update hdf

Then build gdl.
