Sure.  However, when you bootstrap, the bootstrap.pl code looks to see
if you are on 10.1 or 10.2 and then chooses the appropriate tree.
Somebody running on 10.3 will still get the 10.2 tree during bootstrap,
and will still get 10.2 packages being used, until we change the
bootstrap.pl and postinstall.pl code.

(But before changing it, we should decide if this is how we want to do
things, or if there is some alternative way?)
