The problem is ensuring the quality of the bindist.  That's why we haven't
had a bindist for 10.3 yet, since the quality of the 10.3/stable tree is
in quite a bit of doubt.

To address this takes the time of volunteers.  I've attempted to address
is by the wiki pages I set up, and asked everyone to help out with.  We
need a massive testing effort of the 10.3/stable tree, with the results
recorded there.
Well, as silly as this sounds, but a funded Non-profit Organisation _could_ pay people a small amount of money to do exactly this. Test Sofware according to some Standard we write down. While this might not be as effective as a test by many thousand different user, it does buy us some time. Maybe it can be a joint effort. However, if you really need more help with this, then why don't you talk to me? There is always a way to put some massive "marketing" into this, asking for help while pulling all the strings of teh sources I have acquired lately
