Regarding 1. if you are looking for such a distro, check out:
- Yellow Dog
- Debian
- Gentoo
- Mandrake
...

Fink would no longer be useful to me if it was such a project. For interests sake, what do you see as Fink's "edge" over these other distributions?

2. Can you provide more details? an example?
