It contains entrypoints public from the subsystem POV, but it's "hidden" using the linkage (made server only). So it's not supported outside the server, it's not delivered over the wire and thus it's not exported. I may agree it shouldn't belong to ibase.h, but the v2.5 implementation of that call is transitional and it is already really public (and exported) in v3.0.
