Makes sense, thanks for the suggestion Larry.  The car has a new
negative battery cable, when I replaced it a couple of months ago, I
cleaned the ground between the battery and frame and installed two new
ground cables between the frame and the block on both sides of the
engine.  But supplementing that with a set of jumper cables to test is
brilliant.  Thanks Chris!

I think Larry hit it on the head. Run a temporary ground (jumper cables)
between the block and the chassis, and between the chassis and the
negative terminal to see if that changes your symptoms.

Check for missing ground connections.  A short would blow fuses.  A
missing ground will cause circuits to work somewhat okay through
alternate ground paths until you turn another circuit on, such as a
brake light or a headlight that sends more current through the remaining
unintended ground connection.
