I file fitted them all last night and this morning. Basically the top rings 
were close, around .015. The Speed Pro spec is .004/inch of bore or .0166 
(loose 16, tight 17 on the feeler guage). The second rings were around .011, 
dangerously tight. The spec is .005/inch of bore or .0208 (loose 20, tight 21). 
It's interesting to note that the 2nd rings are tighter when they are suppose 
to have more clearance. This is a mfg defect, mispacking, or some other 
problem. FM specifically said you should not file fit these rings.
 
I confirmed with FM that the Speed Pro specs should be used with Sealed Power 
rings as well. The manual specs, .020 +/- .010, should not be used based on 
everyone I talked with (BP, my machinest, FM). 
 
Curiously enough, the rotating torque dropped to about 40 ft-lb. This is still 
a bit tight and there is a jerkiness to it with #7/8 at BDC. I've put way too 
much time into this, both research and rechecking clearnances. It's time to 
call it good and move on. I would not buy these rings again with the reversed 
specs on top and 2nd ring and the overly tight oil ring.
