Alternatively some thermostats actually begin to open sooner and reach full
open at their rated temp...others are the reverse they start to open at
their rated temp and reach full open some number of degrees later.

Replace your thermostat, if it is sitting on 160, it is stuck wide open. I
had a failsafe in my 38' motor home and chased a heating issue for
weeks... It was stuck wide open.
