Unfortunately, a higher-temp thermostat won't help, since the temp isn't
climbing above 160 around town. It seems that I need to either restrict
the bypass flow or the air flow through the radiator.

Put a 190 or a 195 thermostat in it, and check the temp with a heat gun, sounds
about right tho....
