I'll have to agree with Larry on this. It should just slide on with minimal effort.

The balancer should slide on easily so it can be pulled home by the mounting bolt. It's not meant to be a force fit like on Chebies. You could find 5/8-16 threaded rod with a matching nut to pull the balancer in, but I think you could have a problem with the precison of your crank. Check out the discussion on PZ.
