OK, first, my car is a 69 conv., so I only have the under dash lights. No dome or console lights. Also, I have removed the clock and used the space for gauges. Second, the courtesy light circuit is like a horn circuit. It has power all the time and grounds the circuit through the door switches (or light switch) to turn the courtesy lights on. So, it is possible it could ground out through the clock, cigarette lighter, etc. Try pulling one light socket at a time from their mounts until the lights go off. Then you've found your problem part.

I have looked at the wiring diagram in a while so I can't confirm that the cigarette lighter or clock are on the same circuit. On mine, if I'm remembering right, the power feeds the lamps and then goes to the door switches and light switch but nowhere else. Your problem sounds like it is in the ground circuit somewhere. Check also for wires that could be rubbed bare somewhere grounding the circuit.

You could try pulling the battery terminal off, and checking the ground circuit with a continuity tester.

And like Kevin says, electricity isn't like one-way street. It will backfeed if it needs to. I had that happen to my idiot light circuit, when the power fuse was blown.

When my interior lights come on, I check all the fuses in the fuse box, and usually I find one blown, and normally it is the cigar lighter / dome light fuse.

It allows the circuit to run backwards, thereby turning on the lights.
