I cannot help you with the valve. I believe that there wasn't one in the non-air conditioned cars. My brothers' 69 never had one. He bought it from the second owner. The three bird I have had, and my buddies never had one either. Also, I believe you may have the wrong oil filter adapter. I would bet you have a late model one which would angle the filter towards the oil pan or, now, trans with the long branch adapter. I have long branches on my car and have no issues. Look at these pictures....
