Yeah, there are two filter brackets.  The one for FGF's is 90 deg  points 
the filter straight down (in normal config) and has the sender hole out  the 
side.  The other one, used on A bodies and second gens tilts the filter  in 
towards the engine and has the sender hole towards the rear.  Be sure  you 
have the FGF bracket.  I learned this the hard way.  My motor was  from a GTO.

I  cannot help you with the valve. I believe that there wasn't one in  the
non-air conditioned cars. My brothers' 69 never had one. He bought  it
from the second owner. The three bird I have had, and my buddies  never
had one either.

Also,

I believe you may have the wrong  oil filter adapter. I would bet you
have a late model one which would angle  the filter towards the oil pan
or, now, trans with the long branch adapter.  I have long branches on my
car and have no issues.
