I guess you've grounded directly to one of the terminals while you
shouldn't. The wiper is grounded by the three bolts to the firewall and
the three terminals are +12v, low and Hi. If I recall correctly, the 12v
is the seperate one (yellow in the schematic). The switch has to ground
the other tho in order to change wiper speed.
Do a little wire swap and it should be ok. Look here:

The motor is attached to the firewall by three screws. There are rubber
grommets that the screws are threaded through. The grommets did not come
with the rebuilt motor, so I recycled my old ones. They are in fair shape.
I am guessing they are needed to avoid grounding the motor on the firewall.
After I reattach the motor to the firewall (one of the screw holes in the
firewall has the remnants of an old screw in there, so I am only using two
screws for now), power up the harness, and turn the switch, the fuse
immediately pops
