Yes the components are reskinnable - super easy with CSS. MUCH easier than re-skinning components in Flash. For example, you can re-skin a Button component (or all buttons if you choose) in about 30 seconds in Flex. I don't know what you mean by the default preloader for components - that is at the application level in Flex - and you can change the way that looks too.
