First...I have two versions of fldigi on my system, 3.21.0AK and

Third...to Ed's question...the errors are:

W: rigCAT_getmode: Retries failed
W: rigCAT_getfreq: Retries failed

The port, baud rate, and whether you are using RTS or DTR to power your interface should be the same in both.

You need to have Commands are echoed checked. Some users check RTS/CTS flow control, if you have, uncheck it.

Set retries to 2, retry interval to 50, and write delay to 10.

Whose design did you follow for the CI-V interface ? I've seen just about all ot them. They tend to be basically the same.
