I've seen similar behavior. With 2.0.8, the 1500 worked when plugged into
the USB port on my monitor. This did not work on 2.0.16, I had to plug it
 into a USB port on the motherboard and then it worked fine.

The symptoms were everything seemed to work, but the I/Q data stream. The
radio was recognized by PSDR, running through the frequency range, could
hear the relays switching, etc.
