Ok -- try this idea on for size -- we've already heard mention of handling
different periods of time re: aircraft capabilities, extend that idea to
terrain modeling -- i.e. you could have chicago details for each decade
since 1930, have the scenario system decide which specific terrain overlay
to apply to a region -- I'm not suggesting that there be an intensive effort
on anyones part to create a broad range of overlays, just that the ability
be there so that scenario designers can select existing overlays, or create
them using an overlay editor

Hehehe -- what gets me is the "stay out of my sandbox" crowd -- would rather
