I have a hard time with the computer controlled flap thing. :) I know that with every jet I've studied, you can manually select the trailing edge flap position. This does not hold true for the leading edge flap though (on those jets that have them).
The FC adjusts the flap settings to optimal performance under _all_ circumstances. I have yet to read somewhere there is a flap override for the F-16.
