The FC adjusts the flap settings to optimal performance under _all_ circumstances. I have yet to read somewhere there is a flap override for the F-16.

You can't really tell here what the flaps are doing. I suspect this is the highest lift configuration the F-16 has in this situation. It still wasn't enough.
Yes it is (for high angle of attack). But I think the main problem here was the g-limiter ...
