No, this calculation definitely belongs in the aerodynamic code, not the weather code. The collection efficiency of a surface is inversely proportional to the with of the surface facing the airstream: an antenna or temperature probe will ice first, followed by the tail, followed by the wings. Thin wings accumulate ice faster than fat wings.


There are also speed effects. At a certain (very fast) speed, the heat generated by the friction of the air is sufficient ot prevent icing. We also do not want the weather code to have to know about deicing equipment like heated surfaces or boots.
