In theory, yes.  In practice there could be additional issues:

- VATSIM could require a FG-client to use their libs (under some terms) 
as conditions for network approval.  I thikn that VASTIM users are 
required as part of their membership agreement with the network to only 
use "approved" clients.  I don't know the legal mechanism behind this.

- No one has coded their own VoIP among existing clients yet, so in 
practice everyone's chosen to go for the libs.  Doesn't mean it can't be 
done.

I'm not saying any of this makes sense - not my place to judge VATSIM, 
it's their show, not mine.  I mention this only to give situational 
awareness given some of the things I've been through with them.
