It is always hard to guess with so little information,
but it looks like your new scenery is just 'missing' 
the YBBN.btg.gz file... you have the 'hole' cut in 
the scenery where the a/p is to exist, but is not there
to load into this hole...

1. First you should check that the genapts step
generated this YBBN.btg.gz file, in the AirportObj
folder it generates...

2. Second, I have found that sometimes fgfs-construct
tool 'fails' to copy the airport object(s) to the 'output'
directory, and I had to manually copy it - sometimes...

3. Check that YBBN.btg.gz has been added to the
appropriate STG file, in the new scenery...

I note your fgfs-construct command :-

fgfs-construct --work-dir=work/ --output-dir=output/ \
--lon=152 --lat=-27 --xdist=2 --ydist=1 SRTM-30 \
AirportArea AirportObj EvergreenBroadCover Freeway \
GrassCover IntermittentLake IntermittentStream Lake \
Landmass Railroad Road Sand Stream Town Urban

does include the 'AirportObj' directory, which I
hope is in your 'work' directory, and not somewhere
else...

And as you have sort of noted, using -
--lon=152 --lat=-27 --xdist=2 --ydist=1
will process from 150,-28 to 154,-26, which is why
you see it processing e154s26, and others you
consider 'outside' your region...

Unfortunately the tool screams a lot about what
is does NOT find, and thus obscures what it did
find and use...

You might get a laugh at some of the problems Cullem
and I had, in scenery construction around YSSY, and 
CYYT on this, at present temporary, web page -

On one occasion, I too had just a white space blank
hole, before I manually copied the a/p BTG file to the
new scenery, although it had been added to the STG
file...

the current Scenery-1.0.1, was :-

./run_fgfs.sh --aircraft=ufo --fdm=ufo \
--lon=153.11620006 --lat=-27.43065395 --altitude=6000 \
--heading=5 --fg-scenery=/home/geoff/Scenery-1.0.1 \
--fog-disable --timeofday=noon 

It is always good to give a viewing command, I
think, so others can position themselves in
exactly the same place ;=))
