Okay then, I've worked through all 58 current STRs for 1.2 and tried
to classify them according to the need to move them to 1.3 or not.
That's not exactly what we need finally (as you wrote), but should help
to get it much clearer and to go on ...
If you pick the first group and move them to 1.3, that's almost half
the number of open STRs for 1.2. Then you should check the next two
groups, because I wasn't sure how to deal with them. The last group
should stay for 1.2, but many of them could be closed, anyhow.
