Here is the original technical issue submittal to Safe so people have 
some context and might be able to use this when doing research in the 
future:

I am using FME 2006 GB (build 2651) to read Autodesk Map DWG object 
data.  I had this setup on one machine and FME was working 
succesfully with Autodesk Map 3D 2007.  I am now trying to move my 
FME procssing on to a different computer, and the new machine, with 
the same configuration, will not work with Object Data.  

When trying to read new Source Data from a new blank workspace, the 
routine says it finds Map 3D 2007 and is using that, then starts to 
initialize Map 3D, but eventually just reports "An error occurred 
while creating the workspace.  Check the log window for more 
information".  But, the log window doesn't say much other 
than "Workspace gneration failed".  I then uninstalled Map 3D 2007 
and tried the same thing (since I also have Map 3D 2006 installed).  
It found the 2006 installation, but resulted in the same error 
message.  Here is the result of the FME workspace generation:
