I don't think that forbidding something without giving the maintainers reasonable and working tools to achieve whatever needs to be achieved is the way to go. The guidelines text talks about fonttosfnt for bitmap fonts, but IIUIC, it needs to be patched to give some decent result, and even then there are issues with spacing with some fonts.
