He suggested both -- combining multiple sizes in a single font and 
combining multiple styles into a single .ttc file.  I've seen a few fonts 
distributed in this fashion; in particular, the GB2312 version of SimSun 
has two fonts in one file, a proportional and monospaced version of the 
same face.
