Never mind, I've worked out why I wasn't able to do it myself.

Interestingly, pfaedit does generate blank scalable glyphs and
scalable metrics for all glyphs in a bitmap-only font.  On the one
hand, this makes the fonts usable with current versions of FreeType
(which will refuse to check for an sbit that is beyond maxp.numGlyphs
-- a bug IMHO).  On the other hand, this makes such fonts undistingui-
shable from /bona fide/ scalable fonts.

Did you know that the French code of typography does allow an em dash
to appear at the beginning of a line?
