For the 0.20.3 release I copied the xml-sources to the maintenance branch and build the docs there. For FOP 0.20.4 I did build the html-docs within the trunk and copied the html to the distribution because stylebook was (and still is) broken in the maintenance branch (I think xerces1 is needed) > for example).
