Presumably you've already tried starting a java VM with a bigger initial and max heap size than usual (ie. with java -Xms512m -Xmx1024m)? If you have lots of memory available on the machine that should help, although there may be limits on the maximum amount of memory that could be used depending on the OS/machine you're running.

Does this happen with the first report after starting the Java VM or

Perhaps you may start FOP in a separate VM and exit it after the report
has done, that's not ideal for performance but for stability.
