Sounds like a bug, but without seeing your fo there is nothing to say. File

According to your own comment, it is not a bug but rather improved
standard conformance.
Ok, for Oscar:
The relevant standard is
http://www.w3.org/TR/xsl/slice7.html#force-page-count
7.25.6 "force-page-count"
Initial: auto
Description (for auto)
"Force the last page in this page-sequence to be an odd-page if the
initial-page-number of the next page-sequence is even. Force it to be an
even-page if the initial-page-number of the next page-sequence is odd...."
Set it to "no-force" to not forcing a blank page.
Oleg, should I add this to the FAQ?
As for "page 2 of 1", read the relevant part of the FOP FAQ
carefully
http://xml.apache.org/fop/faq.html#faq-N10515
" There is no reliable way to get the real total page count with
FO mechanisms, you can only get page numbers."
