what do you mean by expedient? is a custom policy a lot of effort?

that should come as no surprise. this is a switch to a new base after
all. it will be taxing for upgrades, but i don't see how it can be
avoided.

i'd rather have a clean break soon instead of waiting a long time trying
to figure out an upgrade path that works for everyone, while in the
meantime people switch away to other distributions.

i'd like to see a focus on getting fl:3 working in itself, and then
worry about upgrading later.
