This might seem obvious, but what about implementing the feature ONLY for files that are open in read-only mode?
This way, it won't bother the people who need to edit, and those who need to view, rather than edit a file [and need this feature], open it in read-only mode. PSPad supports the /R command switch, so editing the registry for any file types that should be opened in read-only would be easy.
