If so, then the real question is what should we do with ID words 100-103
for the 'in question' cases.

The IDENTIFY DEVICE description says that words 100-103 are
* 'optional' if the 48-bit address feature set IS NOT supported
* 'mandatory' if the 48-bit address feature set IS supported
It seems pretty clear to me that in words 100-103
* a 48-bit drive SHALL legally report capacity<137GB
It makes sense to me that in words 100-103
* a 28-bit drive MAY legally report non-zero capacity

The only question (for me) is whether to CHANGE the wording for words
100-103
from: "is mandatory if the 48-bit Address feature set is supported."
to: "is mandatory if the 48-bit Address feature set is enabled."
