HL: This is (or should be) invalid. If word 83 bit 10 is 0 then
words 100-103 should be zero. If word 83 bit 10 is 1 then words
100-103 should be non-zero but may contain a capacity value
less than or equal to 137GB.

HL: There should be no question here. A device of any capacity should
be able to support 48-bit LBA, even a 32MB CFA device should be
allowed
to support 48-bit LBA.

Supported I understand.  What do you mean by "enabled"?  Isn't
this one of those features that is always enabled if it is
supported just like 28-bit LBA is always enabled if supported?
