You might try replacing your profile. Mine got corrupted and I could not 
see my libraries
from schematic. Protel kept telling it could not create a file. IT people 
came in and ginned me a new profile
and Protel was happy. First time IT fixed anything that fast. Just wish it 
did not take them so long to
get to me. It was a day and half with high priority and five or six 
reinstalls later. Might work looks like
you've tried most everything else.
